Can they give you a birth certificate there too if you weren’t born there?

I heard there’s a girl who was born to an American my trang dad and phi citizen mom here in the state. When the girl turned 25, she wanted to get a birth certificate from Phi country, even though she wasn’t born there and it was granted.??? How is that possible?

You can get citizenship but it 's hard to get birth certificate because they don't know anything about you
