You have to push them and push hard until you got the answer.  If they told you that your parents are not qualified, then you need them to give reasons in writing so that you can bring that to BBB to have them intervene to help (if you believe that your parents are qualified under their criteria).  Remember that this plan is not advertised, so these people will try not to offer it to you.
