I just googled his name and he was dubbed as Spiderman by the people. He was an illegal and the French President granted him citizenship after his heroic rescue.

Apparently the father of that child left the boy alone and went shopping. After shopping he stopped somewhere to play Pokemon or some video game.

The guy on top was holding the boy's arm but somehow could not manage to pull him up until this guy got there.
