Probably not because they'll hire someone new with lower salary, I assumed.

Are you saying the manager would rather find reasons to fire people each year so they don't have to give raises??? Seems like a lot of trouble just to save some money and in the mean time you have to train the new person and wait for them to get up to speed.

Do you keep the incompetents to save money while giving raises to some in your department so people would stay and willingly work + do the incompetents job?
