I have done:
1. transfer qua account in Canada or Vietnam, transaction fee $45 (last time I did it, about 5 years ago). gởi bao nhiêu cũng 45,

Yes.  There are fees when it's a "wire transfers ".

There are no fees when it's ACH account transfers.   Meaning to say that a transfer to and from a checking account to another account,  say money market or an etrade account, or checking to checking whether within or without.

You can also use Zelle to transfer. I believe there's a limit of $2K per transaction per day.

Không nhất thiết phải có $10K trong account để trả bill hay auto-payment mà được miễn fees đâu em.  Chỉ cần em dùng hệ thống ACH là được.   Ngoài hệ thống đó thì mới bị trả fees.
